In other words, they distinguish by soba noodles or udon noodles, not by ingredients. Those with deep fried dough are called completely differently.

Deep fried dough changes the taste

The taste changes by adding deep fried dough. The oil blends well with the dish, giving it a rich and crispy texture. In Japan, for example, if you want to change the taste while eating Soba or Udon, often add it in the middle to arrange the taste. Of cource the way to change the taste is not only deep fried dough.
